London mayor, Boris Johnson, has unveiled his budget for the capital, which identifies almost £1bn of efficiency savings and freezes his precept for a third successive year.

But Mr Johnson has come under fire from opposition groups, which criticised efforts to address the city's environmental problems. John Biggs, London Assembly Labour budget spokesman, also accused the mayor of spinning police figures.
