Five Conservative councils have launched a judicial review over the expansion of the Ultra-Low Emission Zone (ULEZ) to outer London boroughs.

Surrey CC and Bexley, Bromley, Harrow and Hillingdon LBCs said they will challenge the plans by Transport for London and London Mayor Sadiq Khan in the High Court.
