Former council boss in charge of plans to reform care at Winterbourne View pledges to work with local commissioners.

The former council boss in charge of plans to reform care for disabled people following the Winterbourne View scandal has pledged to work with local commissioners to improve services.

Chris Bull, who was joint chief executive of Herefordshire CC and Herefordshire Primary Care Trust between 2007 and last year, has been appointed to chair the Local Government Association and NHS Commissioning Board's joint learning disabilities improvement programme.
