Health secretary Jeremy Hunt called the Better Care Fund 'an ambitious merger of health and social care' and that to access it 'local authorities and the NHS have got to break down barriers to delivering joined up care.'

But he told the NHS Confederation conference in Liverpool that it 'would take time to get there.'
