Communities secretary Eric Pickles has urged councils to be prepared to ‘break the rules' in using community budgets to deliver better services for less money.

Speaking at a DCLG and Local Government Association conference on 29 November, Mr Pickles told authorities to be as daring and innovative as possible in reshaping public services to make a difference to the lives of vulnerable people.
