Break down the Whitehall barriers

Time and time again, the real barriers to community budgets have turned out to be at the Whitehall level, says Heather Jameson.

The announcement this week that care and health services will be joined up by 2018 is a bit of a double-edged sword.

On the one hand, it is a welcome announcement that social care and health are moving more closely together to cut costs and to save cutting back on services. But on the other hand – why are we looking at 2018?
