George Osborne's announcement that there will be no emergency budget before the autumn ‘will feel like a stay of execution' for many council bosses, finance chiefs have warned.

Responding to the chancellor's public statement made earlier today, the chief executive of the Chartered Institute of Public Finance and Accountancy (CIPFA), Rob Whiteman, said ‘public services will breathe a sigh of relief that there is no immediate emergency budget'.
