In her ‘letter to the nation' on the Brexit Withdrawal Agreement, the Prime Minister wrote: "I have from day one been determined to deliver a Brexit deal that works for every part of our country – for England, Scotland, Wales and Northern Ireland, for our Overseas Territories like Gibraltar, and also for the Crown Dependencies."
In late 2016 and early 2017, the UK Government created bespoke forums to engage formally with Ministers representing the devolved administrations, the Overseas Territories, Gibraltar and the Crown Dependencies on the progress and implications of the Brexit negotiations. But what of England? The tier of government directly below the UK Government in England is local government, and local government has largely been excluded from Brexit planning.
