Newish communities secretary James Brokenshire was treated a bit like a celebrity at his first Local Government Association (LGA) conference.

One council chief executive described scenes of ‘mayhem' at the District Councils' Network annual general meeting when LGA chairman Lord Porter announced Mr Brokenshire would be available to speak to delegates for a whole 10 minutes before he reportedly rushed off to watch the England game.
