The buck has to stop with councils

Employee mutuals have not taken off because moving services to untried groups of ex-staff is risky for councils, says Michael Burton.

A report this week from the all-party parliamentary group on employee ownership concluded, with some understatement, that the coalition's employee mutuals programme is ‘not very well understood within local and central government.'

In order to encourage more employee-led mutuals running public services it urged greater direction from the Cabinet Office and ultimately the PM.
