When Durham Council became a unitary authority a decade ago, no one was under any illusion about the size of the challenge ahead.

It represented the biggest shake-up in North East local government for a generation, replacing the old structure of a county council working alongside seven district authorities: Durham City, Easington, Sedgefield, Teesdale, Wear Valley, Derwentside and Chester-le-Street.
