Local government has been ‘spooked' by the chancellor's business rate changes despite Whitehall claims the sector will be compensated.

Local Government Association finance spokesperson, Cllr Claire Kober, told The MJ last week's Budget announcement by George Osborne was ‘not helpful' as it had come as a bolt from the blue for the sector.
