Councils should all have finalised their budgets by now, but all eyes will be on the Chancellor's Budget which will be announced next week.

Not so long ago, I used to wait for Budget day with interest – but now it is just with dread. It feels like any opportunity for a financial announcement now means an inevitable cut to council cash.
