Struggling areas should ‘get off their butts' and understand how they could re engineer their local economies, coalition growth guru Lord Heseltine told delegates attending The MJ's second annual Growth Agenda conference last week.

But Lord Heseltine said for local areas to seek central government help without first developing a robust and confident plan represented ‘a capitulation of the human spirit that made your communities in the first place'.
