The National Skills Academy for Construction has published guidance on the value of a ‘client-based approach' to procurement. Dr David Mosey, co-author of the guidance, explains the benefits for councils.

Large-scale public procurement projects have the potential to address skills needs across the country. Local authorities can channel training and employment opportunities through both their capital works programmes and their repairs and maintenance programmes, generating apprenticeships, training and jobs for their local communities and small businesses.
