Welsh public services minister confirms initial plans for a reduction of councils in Wales unlikely to come to a head before elections.

The Welsh minister in charge of cutting the number of councils in Wales has admitted a political consensus over the future of local government is unlikely to emerge before next year's Assembly elections.
