Local government experts have chided Government business-rate reform plans for lacking ambitious growth incentives – despite official forecasts suggesting the measures could boost the national economy by £10bn over the next seven years.

Under proposals published by the Department for Communities and Local Government, ahead of the third reading of the Local Government Finance Bill, councils would retain half of the levies they collect.
