The Scottish Government's fast-paced devolution of business rates powers has been blasted as a ‘con-trick' amid growing concern over approaches across the UK.

Deputy first minister John Swinney last week told the SNP annual conference that councils would be able to cut business rates and retain the funds raised from the end of this month.
