Sir Kenneth Calman has said that evidence presented to his commission on the Barnett Formula is heavily weighted in favour of major change.
The Calman Commission was set up in March as part of a review of the experience of Scottish devolution since 1998, and is due to publish an interim report by the end of the year.
Sir Kenneth said: ‘All the evidence we've had, and I speak mainly about the evidence coming in, suggests that it needs to change', but added that there was strong support for devolution.'
