David Cameron has defended controversial plans to reform the planning system arguing they are vital to help businesses and jobs.

Speaking at the Conservative Party conference he said the planning system had to change as business 'need the space to grow' but added that local people would benefit through extra rates income. He told delegates: 'It's hard to blame local people for opposing developments when they get none of the benefits. We're changing that. If a new manufacturing plant is built in your area – your community keeps the business rates. If new homes get built – you keep the council tax. This is a localist plan from a localist party.'
