Cameron wants to leave a legacy on public sector reform

Michael Burton explores the challenges of children's services and why the prime minister is targeting the sector for change.

The Prime Minister is a busy man and like many of his predecessors has found himself sucked into foreign affairs, in this case the global threat of terrorism, the Syrian civil war, renegotiating EU membership, Russia, the Ukraine, the list goes on.

So it was some puzzlement that on Monday morning last week I found that the media was heavily trailing a speech the PM was to make on children's services later that day. I know that in-between crises No 10's agenda grinds on, hoping not to be completely thrown off-balance by ‘events' but nonetheless Mr Cameron's pronouncement seemed curiously out of sync. Clearly No 10 is conscious that he must still be seen to be involved in domestic affairs but – important as they are – why children's services? Why now? Why him?
