I have spent large chunks of my time over the past nine months trapped in windowless rooms in the basement of London's City Hall talking about local government finance.

Reward came a couple of weeks ago in the form of a fast elevator from the basement to the building's top floor and the launch of the final report of the London Finance Commission – the labour so ably led by Tony Travers.
