More than £110m of additional government funding set aside to improve elderly care has been spent by councils to plug the gap in existing services, according to a new report.

More than £110m of additional government funding set aside to improve elderly care has been spent by councils to plug the gap in existing services, according to a new report.

The study by consultancy MHP Health Mandate said the money has been used to prop up existing services, instead of redesigning systems and improving quality.
