Adult social care budgets have been cut by £1bn in the past year, and face a further £1bn of cuts over the next two years, the Association of Directors of Adult Social Services (ADASS) had forecast.

Despite vowing to protect frontline services, councils are struggling to make ends meet with increased pressure to cut costs and growing democratic pressures.
