The profile of children in care and the responsibility for councils have been drastically increased with the launch of a government Green Paper.

The Children in care paper recognises the improvements achieved in children's services, but outlines areas for further progress. Proposals include better integrated working which will force all staff involved with children in care to work closely together and a push to share good practice.
