Catch them before they fall

The UK is failing to invest in early intervention to alleviate societal problems, and in the end, is paying a higher price, says Dan Corry.

Imagine you live near the bottom of a cliff –Beachy Head, for instance.

Quite often, someone falls off it. You see people who are badly injured or worse, a life ruined or even ended. You see the emergency services turn up in ambulances to try and save the wounded. You see the police take statements.
