As we shift past the point of the final Queen's Speech before the general election, suddenly it seems all the political heavyweights have had an epiphany about devolution.

Following on from last week's speech in which Chancellor George Osborne called for powers to be devolved to the Northern cities in a bid to boost economic growth, it appears that now Ed Miliband is at it too.
