Despite its name, centralism reigns in the Localism Bill, with ministers believing local authorities cannot be trusted and therefore, detailed prescription in regulations is necessary to constrain and control them, argue George Jones and John Stewart.

The first question raised as the Localism Bill makes its way through Parliament is, what is localism? One simple answer would be ‘not centralism'.
