Right to challenge 'must be applied' to Whitehall

A report by Greg Clark has suggested Whitehall departments should be subject to a 'right to challenge' as faced by local government.

Whitehall departments should be subject to a ‘right to challenge' similar to that faced by local government, a report by former decentralisation minister Greg Clark has suggested.

Under the plan, Mr Clark said services could be devolved to elected mayors and strategic councils. It also suggests there should be a more ‘ambitious view' of the role of local government and communities generally.
