The ninth County Councils Network Conference takes place in Newquay, Cornwall, on 13 and 14 November.

At our conference in Preston last year, Phil Woolas joined us as keynote speaker on a day when the national press led on the possibility of the reorganisation of local government into two-tier areas, prompted by the ‘leak' of a letter from David Miliband to John Prescott.
