Charities, Crisis and Shelter, have backed a local government ombudsman report, which criticises councils for failing to help the homeless.

The ombudsman's report warns that councils are not doing enough to prevent some people from becoming homeless, failing to provide interim accommodation when they are entitled to it, or processing applications for help.
