Third sector groups have raised concerns at plans to reform the network of children's centres announced by the Government.

Children's minister, Sarah Teather, announced Sure Start centres would have to charge for day care, as the low take-up in some areas meant councils were subsidising middle class families from other budgets which were needed for outreach work with vulnerable families.
