Charities have warned some young people could miss out under government plans to overhaul services for children with special education needs (SEN).

Children's minister Sarah Teather revealed the plans last week, including proposals to give parents a new right to buy SEN and disabled care for their children – and the replacement of existing SEN statements with a single assessment.
