The new chair of the Charity Commission has warned third sector groups should not be ‘junior partners in the welfare state'.

Speaking at the Association of Chief Executives of Voluntary Organisations' annual conference on 29 November, William Shawcross, claimed some charities had become too dependent on the Government.
