Steve Packham was as surprised as anyone to learn that Chelmsford had achieved 'city' status, but the chief executive of the new city authority believes the decision reflects a rich history and an optimistic future.

On Wednesday 14 March, a phone call proclaiming Chelmsford as England's newest city was met with genuine surprise at the council offices.
