Breckland DC hosted the 10 contestants taking part in the fifth and final leg of the Local Government Challenge to win a Bruce Lockhart Scholarship. Claire Holloway reports on the day

Average rainfall in East Anglia might be amongst the lowest in the UK but Norfolk pulled out all the stops for the Local Government Challenge. Torrential rain and hail greeted the ten contestants as they headed for the cover of Breckland District Council offices for the final deciding challenge of the 2014 series.

With four challenges under their belts, the contestants had begun to get the hang of ‘challenge spotting' – but no amount of pre-reading could have prepared them to enter the fictitious world of Derebeach District Council in the County of Linfolk – a low lying county, somewhere in the East of England.
