Terry Huggins, the joint chief executive of Breckland DC in Norfolk and South Holland DC in Lincolnshire is to retire at the end of January, it has emerged.

Appointed joint chief executive in 2010, Mr Huggins halved the number of senior officials across both councils from 37 to 18, delivering combined annual savings of £1m.
