County chiefs have voiced their criticism of what they claim is the coalition's bias in favour of promoting the economic growth of cities – amid claims of a ‘divided devolution' settlement.

Delivering the Autumn Statement last week, chancellor George Osborne lauded the achievements of Greater Manchester in driving devolution, adding ‘the door is open to other cities'.
