Town hall chiefs have called on chancellor George Osborne to fill the £1bn black hole in funding caused by a change in pension regulations when he unveils the results of the Spending Review next week.

The Local Government Association (LGA) has identified £797m councils will have to find to plug the gap caused by the introduction of a single state pension in April.
