No Christmas cheer from Gove the Grinch

In a year that Michael Gove handed £1.9bn in departmental underspends back to the Treasury, and the Government gave the public a 2% cut in National Insurance, underfunding councils is a political choice, says Heather Jameson.

We all get a little over-excited at this time of year. The anticipation, the goodwill and cheer… all waiting to see what gifts are left under the tree.

No, not Santa. We are talking about the secretary of state and his annual gift to local government: the finance settlement. Unlike Christmas, it seems that every year councils are just a little bit more disappointed with the meagre offerings they unwrap.
