A decade of public spending rises has led to the classic ‘boom and bust' cycle in public finances, according to CIPFA chief Steve Freer.

He told the Association of Council Secretaries and Solicitors conference in Warwickshire that no government should ever again allow public spending to increase above the economy's capacity to fund it.
