The Chartered Institute of Public Finance and Accountancy (CIPFA) has warned of ‘financial failure in some councils' as it launches a new product to avoid collapse.

CIPFA said the next five years would be ‘increasingly tough' particularly after the EU referendum result and several years of budget cuts.
