CIPFA: Plans for council tax freeze weaken localism

Public finance experts Cipfa urge councils to check if freeze grant is new money, and warn of drift to centralism.

Council tax freeze arrangements determined by central government undermine local democracy and localism, the Chartered Institute of Public Finance and Accountancy (CIPFA) has said.

Stating that local government should have been more heavily involved in establishing measures to limit council tax in 2013/14, CIPFA said that central control of these arrangements had contradicted the Government's promotion of localism.
