Finance bosses have called on councils and other public sector organisations to use Open Book Contract Management (OBCM) rules when procuring contracts.

In a policy note issued last week, the Chartered Institute of Public Finance and Accountancy (CIPFA) said OBCM rules would help restore public confidence on outsourcing deals.
