Cities lead the race to meet unitary deadline

Ruth Kelly has signalled the total number of new unitaries could end up more than her original target of eight as a flurry of bids was confirmed this week.

With the White Paper only a fortnight old, at least five local authorities have already announced they intend putting in bids to become unitaries with a further six seriously considering. The communities and local government secretary told an NLGN conference this week:
