Last week's Unleashing Metro Growth report is the sort of well-researched and ambitious document that can furnish those who believe in the vital need for economic devolution with an array of compelling arguments.

But I would argue that at its core it presents an incomplete picture that misses a singular truth - if the UK is to experience a long-term and sustainable economic recovery, the whole of country needs growth.
