Government plans to ‘mutualise' the civil service pension agency represent ‘a backdoor to privatisation', the Public and Commercial Service trade union has alleged.

Seizing on recent comments made by Cabinet Office minister Francis Maude, the union claims moves to create an employee-led mutual would eventually ‘be the same as if the service had just been privatised outright in the first place'.
