There are, in any finance settlement, winners and losers. But on the whole the last few years has seen local government lose out dramatically.

As the consultation on the local government finance settlement draws to a close, analysis of the figures show things are going to get worse before they get better – and the next two years will see local government shrink further before it starts to come back up again.
