Two influential transport groups joined forces today to underline serious concerns about how ministers' under-fire planning reforms could create severe congestion problems on the nation's roads, triggering claims of a new war on the motorist.

Cabinet ministers – from the Conservative Party – have been vociferous in their attempts to end the so-called 'war on the motorist' with transport secretary, Philip Hammond, making such a declaration the day the coalition came into power.
