Clark: Tower Hamlets 'some way off' winning back powers

Tower Hamlets has failed to show sufficient improvement to merit any functions being handed back by the Government, according to the communities secretary.

Greg Clark said he welcomed progress made at the council following government intervention in December 2014 but needed to see ‘sufficient evidence of real organisational change' before he could consider returning powers to the London borough.
